The National Council is the federal governing body of the Dine Republic, composed of elected delegates, spiritual leaders, and military officials who collectively manage foreign relations, military operations, commerce, and trade.

In this structure, the title of Consul designates the council's head. This role, while not equivalent to an absolute ruler, grants the consul significant influence in guiding discussions and representing the council’s decisions within and beyond the Republic. In 725 the current Consul is The Shining Star.
